Minnesota governor issues emergency order in response to avian flu

Minnesota Gov. Mark Dayton issued Emergency Executive Order 15-09, declaring a Peacetime State of Emergency in the state in response to the discovery of H5N2 avian influenza cases statewide in turkeys and chickens.


The executive order gives the Division of Homeland Security and Emergency Management (HSEM) the power to activate the Minnesota Emergency Operations Plan to support efforts of the Minnesota Board of Animal Health and the Minnesota Department of Agriculture to coordinate efforts across all state agencies.


The order also supplements Emergency Executive Order 15-06 by extending relief to certain motor-vehicle drivers and allows for flexibility in hours of service and previous exemption on weight restrictions.


The order also directs the adjutant general of Minnesota to activate state military forces as required, and for such period of time as necessary to provide assistance and emergency-relief services.
